Base Commander Dwayne MacNamara (Atlanta):
Dwayne was a career administrator with the Justice Department in Washington, with a problem - his career was sidelined at Justice because of his lack of a legal or law enforcement background. When the reorganization of PRIMUS under Justice began, he quickly realized that the opportunity he neede was here - PRIMUS needed administrators experienced in navigating the bureaucratic maze of Washington’s civilian government departments badly enough to overlook the lack of experience that had sidetracked his career. He transferred to PRIMUS as soon as he possibly could, and has never looked back. He was promoted to the position of Base Commander for Atlanta in 1991

Dwayne is much better at the admnistrative side of running the Atlanta PRIMUS base - and smart enough to know it. He generally leaves the physical side of running the facility to his Operations staff and concentrates on the political and bureaucratic issues that he excels at. He feel lucky to have gotten the assignment to Silver Avenger Hartigan’s base, since Hartigan understands both sides of the bureaucracy/operations issue, and maintains a good relationship with him because of it. He does his best to balance out the needs of the men at his facility with those of the bureacucracy that he has to report to - usually with good success.

Appearance:  Dwayne is in his late 40’s, and of unremarkable apearance. He has brown hair, mostly gone to silver, and brown eyes, usually covered by his graduated bifocals. He dresses in suits appropriate to his position, but prefers to work in his sock feet in the office, slipping his shoes on to greet visitors and the like.

Quote: "Silver Avenger Hartigan? That woman from the Internal Review Board has filed another complaint about Agent Commander Martin. This one alleges that he laughed at her when she requested that he dispose of his cigar under Regulation 27.5, paragraph 17 of the new Occupational Health Regulations.... Yes Frank, I know he hasn’t lit the thing since 1989, but it’s still a cigar... Okay, here’s what we can do - you tell Gunny to come up with a box of those Cubans for me to slip to Hank Grimes over at IR and we’ll get this one cleared up. And Frank? Tell Gunny to stop picking on the woman, please?"

Agent Commander Melvin "Gunny" Martin (Atlanta):

Melvin -"Gunny" to his men - is one of the oldest individuals still active in the field for PRIMUS at 53. (There are seven older, including Brad Yerington) The Cyberline treatments, as with other operatives, has had a preservative effect on his appearance, fixing it at approximately 40. (Although a persistent rumor that he never took the Cyberline Series because it would have slowed him down crops up among new recruits from time to time)

A career soldier and NCO, he had achieved the rank of Master Gunnery Sergeant in the United States Marine Corps, serving with distinction in Vietnam, where he earned two Purple Heats and the Bronze Star (with clusters). Following Vietnam, he transferred into what became the Force Recon program and finished out his career there, earning several more decorations in classified operations during the 70's and early 80's. When his last (and best in his opinion) CO, Frank Hartigan, transferred into PRIMUS and the Avenger Program, Melvin applied for a transfer the same afternoon. Choosing not to break up a team that had worked so well in the Marines, Gen. Hawkins approved Silver Avenger Hartigan's request for Melvin as the Agent Commander for his facility in Atlanta.

Melvin's personal life is somewhat sparse, as he has never met anyone who could replace the Corps, and later PRIMUS, in his heart. He hasn't really stopped looking for someone, as much as he’s stopped expecting them to come along. Professionally, he remains one of those individuals who may have left the Corps, but whom the Corps never left. He trains and manages his men like the Marine Drill Instructor he once was, regarding them as "his" to the extent that, on several occasions in the Avenger Games (and at least once in an actual field situation) he has refused engagement orders from superiors when he felt that the tactical situation would endanger his men with no chance of a successful accomplishment of a mission objective. Accordingly, he is one of the most popular Agent Commanders among the rank and file of the Assault Agents and Iron Guard.

Appearance: Melvin is 6' 1/2" tall, with black hair, graying at the temples, that he wears in a Marine-issue haircut and grey-blue eyes. He constantly carries an unlit three quarters-smoked cigar in his mouth, taking it out to gesture with for emphasis.

Quote: "You men... sorry Henderson, Alvarez... you people are embarrassing me in front of the Avenger - ten more laps... Double Time!"

Dr. Fernando Torrez (Atlanta)

Fernando Torrez has been a PRIMUS physician since 1991, when he transferred from the civilian medical staff at Bethesda Naval Hospital. A surgeon, he completed his residency at Johns Hopkins, in thoractic medicine, but his current duties now range from routine fitness for duty checks on PRIMUS personnel to responding to emergency situations, both natural and man-made.

Fernando is 5'11”, with black hair and eyes. He is slender and athletic from his voluntary participation in the Assault Agents’ conditioning program, and considered handsome by the female members of the support staff. He has a gentle bedside manner that can turn sharper than a razor if his patient isn’t following orders or if he feels his judgment is being questioned. More than once, he has gone toe-to-toe in a verbal battle with Agent Commander Martin over the certification of an Assault Agent for return to duty (they’re currently tied for getting their way, and no one wants to be the patient that breaks the tie). Because of his participation in the Agent’s Physical Conditioning program, and out of respect for anyone who can stand up to “Gunny” Martin, he’s considered a “stand-up guy” by his patients.

Quote: "You can have Anderson back on full duty status Gunny, but Wilkins is on restricted duty until the 17th - longer if I catch him in the gym again..."

Janice Clifford (Atlanta):

Jan joined the PRIMUS Medical Response Team in Atlanta in 1995 -- she was previously a paramedic with Atlanta City Fire and Rescue who was severely injured in a confrontation between PRIMUS and Factor 7 with participation by local paranormal vigilantes Vindicator and Kilowatt in 1994. She was pulled from the remains of her Emergency Response vehicle by a team of PRIMUS agents led by Silver Avenger Hartigan and “Gunny” Martin, and survived due to their prompt application of first aid. She resigned from her job with the city and applied for acceptance to the PRIMUS MRT after her convalescence, and was accepted. She has since passed her boards and become certified as a RN, often assisting Dr. Torrez with surgical emergencies.

Jan is in excellent physical condition, having gotten interested in distance bicycling during her recovery, and remaining so to date. She is attractive without being truly beautiful, in her early 30’s, and tall, standing 6’. She has dark auburn hair that she wears slightly longer than shoulder length, and hazel eyes. She wears either the PRIMUS MRT uniform or scrubs on duty, but can frequently be seen in biking shorts and t-shirt or other exercise gear at the gym. She has carried a torch for “Gunny” Martin since the day he pulled her out of the wreckage of her city vehicle, but has managed to conceal it well enough that only a few of her friends know the truth. She’s lately determined that she will have to make the first move, but every time she builds up her courage to say something about it to him, an alert interrupts her.

Quote:"Gunny, do you have a minute? I was wondering... [sirens blare and loudspeakers kick on] ...ATTENTION - CLASS 10 PARANORMAL CONFLICT ALERT FROM TURNER STADIUM. CIVILIAN HOSTAGES INVOLVED. ALL DAY TEAMS TO YOUR VEHICLE BAYS. THIS IS NOT A DRILL, I REPEAT, THIS IS NOT A DRILL..."
